Animal Cruelty in NJ

Animal cruelty is illegal in New Jersey, as it is nationwide.  NJ laws address a spectrum of behaviors, including torture and leaving pets outside in unfavorable weather conditions. In July 2023, Governor Murphy reinforced animal cruelty laws, particularly focusing on proper shelter and addressing improper tethering. Despite these strengthened laws, there remains a challenge in getting law enforcement to prioritize knowing and enforcing these laws. which put the lives of innocent animals at risk. This struggle has persisted for six years as of February 1, 2024.

Animal Shelters

Animal shelters in NJ are currently grappling with a severe crisis, and it's imperative for everyone to unite and seek assistance. The challenges faced include potential threats to progressive animal sheltering from various sources such as individuals profiting from dogs, backyard breeders, and no-kill advocates. This situation demands a collective effort to learn and openly discuss the critical issues affecting our shelters.

Taxpayers often bear the burden of funding overcrowded shelters, and the limited space and staff at most shelters make it challenging to care for all the animals. Some advocates, not fully understanding the complexities of running a shelter, prioritize saving lives without considering the logistical challenges. This leads to complaints when animals are placed in crates. Finding a comprehensive solution becomes crucial in navigating these challenges.

• We are NON-PROFIT; We are NOT a charity 501(c)3. We are not a rescue organization.

• We are an animal welfare advocacy organization, and we help fight animal cruelty in shelters and in communities throughout New Jersey. We volunteer at animal shelters. Our boots are on the ground.

What is the mission of Companion Animal Advocates, NJ

Our mission is to fight against animal cruelty in shelters and communities throughout New Jersey. We aim to help shelters and the animals they care for.  With our boots on the ground, we volunteer at shelters and work tirelessly to make a difference in the lives of our furry friends.

What do people need to provide us when they reach out?

When you are concerned about an animal living in cruel conditions, you should have time, dates, and pictures.  The more information that can be documented the better chance it is of helping the animal. 

Who should contact Companion Animal Advocates, NJ?

NJ residents reach out to us when animals are subjected to cruel conditions, often involving improper shelter and inappropriate tethering. They seek our assistance when they have seen no improvement or are worried about potential retaliation.

How can you get involved?

Across New Jersey, a silent crisis continues to unfold—one that affects thousands of companion animals each year.

Many live and die in overcrowded, underfunded, and mismanaged shelters. Others are bred and sold by backyard operators with no oversight. Some are passed off as “rescued” by unlicensed pet dealers trying to evade the law. Despite the existence of animal welfare regulations, enforcement remains inconsistent and accountability rare.

In the face of all this, it’s easy to feel overwhelmed. But here’s the truth: change happens when people get involved.

At Companion Animal Advocates, NJ, we work every day to bring attention to the suffering happening across our state. We are a volunteer-led organization committed to reforming systems that fail animals, empowering communities to act, and protecting the voiceless.  

The Canine Corner is the educational leg of Companion Animal Advocates, NJ.  

Our educational efforts are led through The Canine Corner—the official education and public awareness division of Companion Animal Advocates, NJ. Through The Canine Corner, we provide accessible, fact-based resources to help residents understand the laws, identify cruelty, and take informed action.

Why This Work Matters

The failure of animal welfare systems in New Jersey doesn’t happen in isolation—it’s systemic. Many towns still have no contracts for animal sheltering, no certified pounds, and no proper procedures for impoundment or care. Others contract with facilities that lack basic transparency, have poor track records, or operate under outdated standards.

Meanwhile, consumers are misled by retail rescues and puppy flippers posing as nonprofits—bringing sick, undersocialized, or underage puppies into homes without full disclosure or medical records. Local animal control officers, often under-resourced or untrained, are tasked with managing crisis situations with little oversight. And shelters that should be safe havens often fall short.

It is not enough to hope things improve on their own. They won’t. But with coordinated action, focused advocacy, and empowered volunteers, we can expose what's broken, demand accountability, and create a more humane New Jersey.

 

Ways You Can Make a Difference

1. Looking Into Issues & Documentation
At the core of our advocacy is fact-finding. Volunteers in this area look into shelter inspection reports, Certificates of Veterinary Inspection (CVIs), nonprofit records, pet store sourcing documents, and USDA breeder violations. If you enjoy research, this is one of the most powerful tools you can use to uncover wrongdoing and lay the groundwork for formal complaints or public awareness campaigns.

2. Legislative Advocacy & Public Education
New Jersey has laws meant to protect animals—but many are outdated, unenforced, or riddled with loopholes. Volunteers can get involved by contacting legislators, helping prepare testimony, attending hearings, creating educational handouts, or simply spreading the word through social media and community groups. We’ll help you stay informed and confident in your advocacy.

3. Community-Based Outreach
Change starts locally. If your municipality lacks animal welfare ordinances or contracts with non-compliant facilities, we can help you draft talking points, attend council meetings, and organize with neighbors. Through The Canine Corner, we’ll provide the educational tools and resources you need to propose reforms like anti-backyard breeding ordinances, shelter advisory boards, or humane animal control policies.

4. Complaint Filing & Enforcement Monitoring
Animals can't speak for themselves, but you can be their voice. Our volunteers learn how to file well-documented complaints with agencies like the NJ Department of Health, Division of Consumer Affairs, municipal clerks, or the Office of the Attorney General. We'll guide you through how to write effective reports, gather evidence, and follow up until there's action.

We need empathetic, calm, and thoughtful individuals to help answer questions from the public, guide concerned pet owners, and provide emotional support during animal-related crises.
