New Jersey is facing a growing animal welfare crisis—and one major contributor is the continued importation of puppy mill dogs into our state through retail pet stores.
Senate Bill 2511 / Assembly Bill 4051 (S2511/A4051) is a critical, humane measure that would prohibit the retail sale of dogs, cats, and rabbits in pet stores unless they come from shelters or rescues. This bill is designed to shut down the pipeline from large-scale commercial breeding operations—commonly known as puppy mills—that profit at the expense of animal welfare.
Even with state and federal oversight, these breeding facilities often escape meaningful regulation. Puppies are bred in poor conditions, separated too early, and shipped across state lines to be sold in pet stores under misleading claims of responsible sourcing.
Passing S2511/A4051 will:
